feature: IsSafeInit validator

Description

I need a secure JavaScript validator for validating "safe int" type.

example

 class MyClass {
    @IsSafeInt()
    someProperty: number;
  }

Proposed solution

use Number.isSafeInteger.

export function isSafeInt(val: unknown): val is Number {
  return typeof val === 'number' && Number.isSafeInteger(val);
}
