We should try to replace the codecov.io inline comments for missing coverage.

For now I don't plan to work on this.

I don't really know how to use the GitHub checks annotation APIs

At the same time, I am not happy to increase our usage on GitHub APIs.

I think the best thing is to dedicate any available effort into improving the diff-cover markdown output.
