[BUG]- error 31000, telephone dosen't call sometimes (Brazil)

in brazil to call for a cellphone as example, it's like this: +5551911111111, but for fixed phone numbers is like this: +555111111111, but my twilio application for cellphones always work but for telephones sometimes dosen't work and has 31000 error, i need some help, anyone know how to fix this, that's my log print error:

I'm using React.js, twilio sdk and for back-end using node.js

Software versions:

• Browser(s): Google Chrome 128.0.6613.120
• Operating System: Windows 10
• twilio.js: "@twilio/voice-sdk" -> "^2.11.2"
• Third-party libraries (e.g., Angular, React, etc.): React.js -> ^16.12.0
