Twilio dev-phone receiving empty body from incoming messages while outgoing-api messages are correct

Hi, I am using twilio-cli/5.21.1 darwin-arm64 node-v20.10.0

From 8/17, it suddenly cannot show some sms messages correctly.
From our Twilio message log, the outgoing-api messages are as expected, but the incoming message to the dev-phone was showing “No body provided”.

And this situation happened for 1~2 messages out of 3 messages.

We are having same problem now. But, it is with all messages , but only for clients that are using in Asia/Philippines.
