Melodic release for some packages

This is related to tuw-robotics/tuw_multi_robot#22
There are no melodic binaries for some packages in the repo's master branch.

tuw_local_controller_msgs is present in master branch but not in melodic-devel branch, which hasn't been updated for quite a long time. I am not sure from which branch melodic binaries for tuw_msgs are made.

I can confirm that the master branch can be built without any errors for melodic.

At the moment, we have to less time to make a cleared commits for every new ROS version. The master branch should work.

compiling tuw_msgs from source allowed me to compile tuw_multi_robot-master on melodic.
I added both tuw_msgs and tuw_multi_robot to my catkin_ws and the compilation worked, I also did not install tuw-msgs from the apt repository for melodic
