This function solves the problem (这个功能解决的问题)

因为有很多用户属于那种大白用户，表格设定横向滚动以后，没有直观的显示滚动条的话，用户第一感受就是觉得有bug，觉得把后面内容挡住了

Expected API (期望的 API)

希望设置了scroll-x后，始终呈现滚动条样式，不要让用户鼠标浮动到table里面才展示
