defaults not being respected for some users

Strange one. We've observed that some default settings are not respected when creating a new turnitin.

In particular, within the turnitin settings page under default settings oursite/admin/settings.php?section=modsettingturnitintooltwo we have 2 values of note set

Number of Parts = 1
Store Student Papers = no repository

When I, as main site admin, create a new turnitintool2 activity these settings are respected. However some of the other users do not see this. Seeing 2 parts and standard repository.

it looks like the erroneous values were previous defaults.
