New tpi application that replaces the old application*

This tool fully supports the bmc API v1.1 running on Turing-Pi2-v2.x.x boards. It includes new features such as:

• Token and Basic authentication
• Multi part file streams
• new and improved command line interface
• multi-architecture and multi-platform binaries

* the old tpi tool was part of a BMC firmware fork, which is no longer available.
