ssl_ca_file for client cert authentication (2FA)

I'm trying to make steampipe require a password and client certificate in a lab setting using the postgresql.conf.d, but steampipe fails to launch when I specify ssl_ca_file in a custom configuration file. But if I use a full postgres command line the whole thing works. I need some kind of two factor authentication to steampipe. Thoughts?

This command to launch PG with ssl_ca_file works fine and I can connect with a client cert from a remote client.

PS I'm also messing with using FDW in a postgres database, but it's core dumping. So chasing two tails.
