Privacy Grade vs Rating

I was on archive.org and saw the grey question mark in the address bar. I went to contribute to the terms review since I figured it needed more contributions to have a grade attached, but when I saw the service it had a rating of B. I was just wondering what the difference is, and at what point does the service get enough information to be assigned a grade?
