Torrents exporter/importer

Currently, there are only two ways of adding torrents to the index:

1. Manually via the UI.
2. With a console command: the seeder.

The seeder is only intended to add demo torrents to an Index for testing purposes.

It would be beneficial to create two new commands:

• Exporter.
• Importer.

The exporter could export the torrents to a temp dir with the metadata. The importer can import data exported using the exported.

NOTICE: that the the seeder can be used as a starting point to build the importer.
