Launch button is not available for Self service challenges (both Design and Data Exploration).

We are getting the api error with message "Billing Account not found" for the GET api call https://api.topcoder-dev.com/v5/projects/20207/billingAccount

For me I can see the launch button, but it's disabled. (happens when SS work is created from a normal user and then trying to launch it from jcori or admin user)

If we create a SS work from an Admin we can see the launch button enabled, but when activating we still see the billing account error:

We cannot see the launch button on any of the SS work we create now, in connect project there is no BA set for these ss challenges, which could be the reason for this issue.
