The file is currently overwhelming.

I can kick off this work by opening a PR where I do everything I see myself. Can be a starting point and your feedback can follow after that.

See also #6393. I think someone needs to take the time and go through it and make sure that it doesn't contain outdated information...

I'll open a PR then to get started, and you can provide feedback and guidance starting from that point.
