e.g.
plz watch //vault/..., which rebuilds/re-tests all selected targets when any input changes. Similar to Will's watcher script but I think it's easier to build it in to use all the existing infrastructure - plus Bundy asked whether it could do this...Also redid the tracking of subincludes on packages so it can correctly rebuild when you change a .build_defs file.
