Places (states) only showing Governor as representative

Currently when you click on a state you can only see the Governor as the representative, however EiE would like a list of ALL representatives that represent areas within that state to be available to users.

I think #88 was a previous attempt at fixing this.

This has not been fixed yet, places still show governors as the only people object on the page.
