Long resource list has some resources hidden and not able to be reached via scrolling

I'm not sure when this begins to be a problem, but in my current class model with 31 resources it is. See how the 31st is not visible and cannot be reached.

If you expand, the current links are visible, but the button is not.

This is on my macbook pro. Running Big Sur but I think it happens on others. Resolution 1920x1200.

Chrome Version 86.0.4240.198 (Official Build) (x86_64)

I'll confirm other devices.

This is probably a css issue where we did not account for the top navbar.

Seems to be platform specific, but ... will follow up once we have other bugs / needs identified.

@jdanish I think we have enough hours left I can tackle this one too. It seems it might be significant enough it can cause trouble in the future. What do you think?
