The link on the readme is dead because TGE changed his GitHub username. You can find the releases here (or just click the releases button on the right).

Also, to ensure that you know, this is only for the 32-bit version of the game. If you own the game on Steam you're probably on 64-bit. There's a beginners guide for 64-bit here and 32-bit here.
