CLI version of payload-openapi

Yesterday the CLI version of payload-openapi was released: create-payload-api-docs.
With create-payload-api-docs you can generate your api docs in advance, e.g. in your build pipeline.

Your can try create-payload-api-docs by simply running npx create-payload-api-docs in a shell in the root folder of your payload repository.
