Race condition between row meta fetch request and creating new record request

This issue is to keep track of a race condition bug when request for creating new data item fired while row meta fetch request for the same business component is pending leads to a "ORA-00001: unique constraint violated " error due to the usage of intermediate state and row meta fetch request internally creating new data item.
