VMSS: exposing the licence_type property #1245

Unfortunately we're unable to test this in our subscription due to restrictions within Azure - but this is the same logic used by the azurerm_virtual_machine resource.

In addition - this PR does some minor refactoring in the Read function to remove some potential crash points from older Virtual Machines

Fixes #1113

Ignoring a temporary test failure the tests pass:

This could be one line util.String(v.(string)) ?
