Update OCP default to 4.16

Description

Even though the default was set to 4.16 in variables.tf - it was not updated in ibm_catalog.json meaning the tile was never updated. I am removing the default value from the catalog manifest to prevent this from happening again, which means it will always use the default value in the terraform code.
