In the ibm provider version 1.48.0, the credential passphrase and group support was removed from SCC (IBM-Cloud/terraform-provider-ibm#4140), meaning code updates are now required in order to use this version of the provider.

It looks like it is used in vsi, roks and mixed patterns.

@argeiger We need to bump minimum ibm provider version to 1.48.0 in order for SLZ to consume latest versions of terraform-ibm-landing-zone-vpc and terraform-ibm-landing-zone-vsi modules, however these SCC changes are required in order to go to 1.48.0.
