Convert Monorepo packages to use Bazel

This issue is part of the Adopt Bazel project and tracks converting the monorepo package to build with Bazel. For details on how to convert a package, take a look at the Bazel Migration doc.

The following is the list of TensorFlow.js monorepo packages that need to be converted to build with Bazel. They are sorted in dependency order and split into different phases that can be worked on in parallel, however, all packages in one phase do not necessarily need to be finished before the next phase, and each issue lists its own dependencies. Packages higher up in each phase are more likely to unblock later packages.

If you're working on one of these issues, be sure to assign it to yourself or ask someone to assign it to you.

Phase 0:

• Build tfjs-core and tfjs-backend-cpu with ts_library #5275

Phase 1:

• Build tfjs-converter with Bazel #5276
• Build tfjs-backend-webgl with Bazel #5277
• Build tfjs-backend-wasm entirely with Bazel #5282
• Build tfjs-tflite with Bazel #5284
• Build tfjs-layers with Bazel #5278 (tests depend on webgl)

Phase 2:

• Build tfjs-data with Bazel #5279

Phase 3:

• Build the tfjs union package with Bazel #5280

Phase 4:

• Build tfjs-node and tfjs-node-gpu with Bazel #5281

Phase 5:

• Build and run e2e tests with Bazel #5285
