[Bug]: Broken "contributing guide" and "development process" URL Links in VSCode Details Tab #8

Steps to Reproduce

  1. Use the VSCode Extensions U/I to install the TSP Toolkit Extension.
  2. Traverse to the "Details" tab and scroll down to the "Questions, Issues, Feature Requests, and Contributions" section
  3. The URL links for "contributing guide" and "development process" are broken

Expected Behavior

The URL links for "contributing guide" and "development process" work when hovered over and clicked from the Tsp Toolkit Github README page. The destinations are working. The URLs are not populated in the VSCode U/I.

Actual Behavior

The "contributing guide" and "development process" URLs should appear when the mouse hovers over the link. When the user clicks it should open a tab and traverse to the URL destination. The "issue" and "discussion" links are working.
