Now knowing your response, I can see how the comma could read as "for free projects" only applying to the second part, but I think that depends on which "kind of comma" you use to read it.
I came across it in the context of some of the other newer features that seem to rely on webhooks to work properly, so I missed that the webhook announcement was a year old and thought it was related to the other newer features.

https://www.hanko.io/updates/webhooks-automatic-reactivation says that free projects can get basic "user has updated" web hooks, but I don't see a way to enable that in the console for my projects without upgrading to non-free.
