This is a little PR, moving
feederfrom theapplicationlayer to thepkglayer. The idea is to export an abstract service in order to reuse it in other project (such as taxi)pkg/testutilscontainingMockTargetfor tests accross packagespkg/feedercontaining the feeder interface and his implementation as abstract as possible@tiero @altafan please review
