Have related spec host hooks for each part in compartment

E.g. we have a random hook in the compartment proposal, so in the spec, we should have HostRandomValueHook and Math.random() call it internally.

This is a purely editorial change so I think those changes can starts before the compartment spec merges into the main spec (like tc39/ecma262#2045 is prepared for iterator helpers and range proposal).
