  • removed TaikoTimelockController and TaikoGovernor
  • only deploy HORSE and BULL tokens when it's not on mainnet
  • make all L1 / L2 owners to an EOA instead of TaikoTimelockController or SecurityCouncil
  • changed the NUM_MIN_MAJORITY_GUARDIANS and NUM_MIN_MINORITY_GUARDIANS to 7 and 2
