Display appropriate error when geo-blocked

When a geo-blocked IP (e.g. US) attempts to use the Blocktank widget this ambiguous error is displayed. We should inform them of the reason so they don't feel the need to retry or contact support.

Widget itself tries to look if error is geoblock related https://github.com/synonymdev/lsp-ui/blob/master/src/pages/public/configure/index.tsx#L121 but to my knowledge there is no such error was ever returned by blocktank, also to my knowledge compliance errors often times not be specified (kind of no-tipping).
