Provide typings for the compiler API #1343

Although written in typescript itself, svelte doesn't provide typings for any of the compiler API (the things exported by the svelte package itself), it would be nice if it did 🙂

@Rich-Harris Just pulled latest and it doesn't seem to provide typings for the compiler api.

See theres no compiler.d.ts:
