FX::Frequency shift - wrong units displayed for Right parameter #5296

Bug Description:
Left has Hz units; Right has % units.

Surge Version
This information is found on the About screen, which you get to from the bottom right menu

Reproduction Steps:
Steps to reproduce the behavior:

  1. Find a free FX slot, and select FX type Frequency Shift.
  2. Move or hover over Left and observe the units in the value hover text, e.g. "-110Hz"
  3. Move or hover over *Right and observe the units in the value hover text, e.g. "-30%"
    The effect itself works as expected, but the value readout for the Right parameter does not make much sense.

Expected Behavior:
Perhaps Right should have Hz units.

Not a bug. Right is a % of Left value (and manual states so).
