D9 website: Update links to policy pages

With the launch of the new Drupal 9 website, we need to update urls to point to newly created pages.

• Remove "Circulation policy"
• Remove "Borrower responsibilities"
• Remove "Suspended privileges"
• Add "Borrowing and renewals" => https://library.stanford.edu/services/borrow
• Add "Library accessibility resources" => https://library.stanford.edu/library-accessibility

On Checkouts: https://mylibrary.stanford.edu/checkouts

• Remove "Renewal policies"
• Remove "Did you lose an item?"
• Remove "Returning items by mail"

I think this might mean that we remove the "Polices and information" section completely from the Fines page. I suspect that pages will be created in future (based on need) that will need to be lined here, but we don't have any pages to point to at this time.
