Use ID scheme for enhancement proposals #28

Similar to how Kubernetes uses "KEP-####", we should give unique IDs to enhancement proposals so we can easily reference them elsewhere.

It would be obvious to use "SEP-####", and that's okay with me, but it does unfortunately also sometimes stand for "Somebody Else's Problem". 😅
