Can't create new navigations on environments with allowAdminChanges = false

I updated the plugin from version 3.0.2 to version 3.1.2 and now I'm unable to create new navigations on environments that have allowAdminChanges disabled even though "Navigations can be created on read-only environments" is enabled.

Version of Craft i'm using is 4.4.13. Downgrading back to version 3.0.2 seems to be my only solution for now.

Hey @twitcher07, sorry about that, must have missed it when I updated the navigation overview UI. This has now been fixed in 3.1.3!

@janhenckens ok I can confirm that I can now create navigations on production environments. Thanks for fixing that!
