Releasing on branches other than main overwrites latest image tags #1354

Releases on main should be the only ones that use the latest tag for the images pushed to Quay. Releasing on other branches (e.g. micro-releases for fixes) should instead use an x.y tag in addition to the x.y.z tag already used.
