Login with web browser in newly created cluster not working

CLI login works, browser login doesn't.

I believe this is because there is no DNS CNAME record for *.apps.cluster-base-domain pointing to that ELB address. Probably out of scope for this hack-a-thon, but it would be nice if we could access the web ui.

I have the same issue with the web browser.

This was the hypershift-cluster template which is using the "none" platform which means it has no workers so consequently it does not install the console at all.

Seems that we should communicate that better in the UI if the console exists on the cluster or not.
