Archive validation: implement tx result verification

NOTE: the issue depends on #2063

We should add a new work, that verifies transaction result files for a range of ledgers. This will come in handy later, as we ramp up archive monitoring.

I think that when we add this, it should be in the context of command line validation of an archive (as we don't validate results during catchup as we don't need to).
