Add support for InvokeHostFunctionOpV2 in operations ingestion

In the protocol 22 XDR definitions there will be a new operation, InvokeHostFunctionOpV2. We will need to update the horizon operations ingestion processor to support this new operation and also the operations endpoint so that it includes this operation properly in the response. Finally, we should make sure this operation is exercised in integration tests.
