KrakenExchange should get latest cursor in seconds instead of millis #465

this is based on conversations with the Kraken API team.
fetching values in milliseconds is wrong.

It should be fetched in seconds when fetching by timestamp.

Also of note is that txID will not give sorted results, but that's a secondary issue that needs to be fixed and is being tracked in #464.
