Create list of application properties for community vault's airdrop functionality

Once we've decided on #34 we can start defining the application properties, which we then use as a base to implement the feature and later implement in CVL rules to formally verify its functionalities.

As usual, application properties are maintained in the PROPERTIES.md file.
