Come up with application properties for community vaults token import

There's already a bunch of work done by @0xb337r007 to kick off the token import for community vaults.

There'll be more features and changes happening there, but we should start figuring out the application properties so we can formally verify the features and contracts accordingly.

This can be done in some document and then ideally added to this repository.
We have this PROPERTIES.md file where this stuff is supposed to go eventually.
