Use REST API to manage learning resources

As a course manager, I need to manage learning resources related to my course so that the additional course content is available for the students.

Acceptance Criteria:
-I can manage the following information about a learning resource:
--title
--resourceType (document, presentation, link)
--description
--authors

-I can create a learning resource
-I can view a learning resource
-I can modify an existing learning resource
-I can delete a resource
