Describe the solution you'd like
Instead of comments being published manually by a valuator, all comments for a process can be sent simultaneously by the process-admin. This means that it must be possible for a process-admin to switch off the immediate sending of comments for each proposal component, and it must also be possible to trigger all comments at the same time.
