Is the intent to document this as a set of precedents which are useful in the future in general, or to document that such a doc should be created each year? (The linked doc looks specific to SR2022)

Not sure, the retro last year said to make sure we use this document. @prophile did you want this as a year specific doc or one we keep adding to?
