Create docs around tracking teams' progress

e.g:

• are they active
• do they need more help (there's overlap with mentoring management here)
• if teams are inactive for a long time, we might need to start kit recovery before the competition event

Plus examples of how to do these. For SR2022 we had some spreadsheets, plus some emails in the team-emails repo. Linking to these/extracting the highlights could be useful.
