Carousel only recalculate when mouse hover, but not TAB #7

Repro

Maximize the window
Show a carousel of 3-4 items, and will not show the flipper
Resize the window so only 1-2 items are displayed

Expected

Flipper to show up when pressing TAB.

Actual

Flipper do not show up. It only show up on mouse hover, which trigger recalculate size.
