setting masterIpv4CidrBlock for cluster #4

This looks great. Thank you for opening this up.

I need to be able to set the masterIpv4CidrBlock for a cluster.

I do not see a variable for this. How are you handling the masterIpv4CidrBlock?

@jtfogarty sorry for the slow reply, somehow I did not have notifications enabled for this repo.

We haven't had a need for setting https://www.terraform.io/docs/providers/google/r/container_cluster.html#master_ipv4_cidr_block with our Kubeflow GKE clusters since we are not using private clusters currently.

A PR to enable the private_cluster_config block based on certain variables being set would be very welcome though.
