You can have a lot of money, but it takes time to develop the manpower to build and maintain stuff.

To that end, workers should be a resource. It costs workers to build new lines and repair lines. And when you try to hire new workers, it takes 2 quarters for them to all be available for jobs. (Hiring people takes time!)
