While theoretically you can construct a URL that will return results based on a criteria, it requires the user to know the Solr field names and construct a complex URL manually. See @timo11's comment here: #12 (comment)
Solution:
Provide a simple way for users who created a search in the Web Portal to share the URL directly to their query results. This could be either by updating the URL of the current page to make it easy to copy or via a tool within the portal to easily copy a URL for the current query.
