Replace Welcome page with a dashboard

We discussed this several times during meetings. Here is a formal proposal:

The welcome page should be replaced with a fancy-looking dashboard like this:

Each tile should be interactive and responsible for one of these features:

• Taxon map
• Documentation
• Collection-wide stats (Syftorium)
• Institution-wide stats (Syftorium)
• Embed parts of stats page (single category or single item) - Ability to see stats page on the front page #2673
• Interactive tutorials for new users on how to use Specify 7
• Ability to add a link to arbitrary query/record/record set/data set or several at once
• Other stats, graphs, misc information and "eye candy"

Clicking on the tile should redirect to a different page or expand the tile

Misc small actions (i.e, #1952) and user tools could also be allowed to be added to the dashboard
